Pawling Democrats Endorse Joan Posner For Dutchess
When Joan Posner
came to Pawling to introduce herself to our committee members, I knew we’d be
backing another winner. Family Court deals with extremely
difficult and emotional issues, and Joan personifies
the kind of stability, sensitivity and insight required to make sober
decisions that impact individuals’ lives.
Her twenty-year background as Court Attorney and her extensive
experience with domestic violence and adoption cases qualify her on a practical
level. In addition to her background
and expertise that set her apart from any other prospective candidate, Joan

on School Tax Reform While
canvassing recently, I met a voter who asked me, “Colette, how will you address
the decades-old school formula issue? Others have vowed to resolve this issue
but have not done so . . . what are
you going to do for me?” His
two-part question can easily expand into a 12-part answer. There is no quick and easy answer; however,
my growing experience informs my response to the school formula issue. For
starters, • my proven track
record, against enormous odds, fighting the developer at Baxter Green to gain
access to my home as an original buyer, which reduced the developer’s profits; • my continued
resolve —with lessons in patience— to remain focused on this step-by-step
process until a satisfactory solution was achieved; and • my strong desire to remain in my home as my family and I
‘bought into’ a promising community, even as we experienced ever-increasing
property taxes. My
experience in the Baxter Green subdivision was a phenomenal learning
experience. During construction, the
original developer died. His lawyer
continued his legal representation, having decided that he was qualified to
make developer-related construction and financial decisions, to the best of
my knowledge. This led to construction gridlock. As an original buyer, I
spent incalculable hours gathering factual information, questioning people
involved in the construction process and conducting and attending endless
meetings. It is impossible to list the
immeasurable obstacles I and my neighbors encountered while fighting to gain
access to our homes. Infrastructure
delays, management issues and multiple construction questions placed our
investments in jeopardy. I organized
the Baxter Green buyers, creating a united coalition that worked with local
elected officials to produce a resolution to the predicament. Our presence at Village Board meetings
brought about changes in their approach to construction gridlock, leading to
a satisfactory outcome. Subsequently,
I spearheaded Baxter Green residents in an appeal to the NYS Attorney General
to resolve the unfinished business with the developer. This
experience made me aware of the resulting school district and other
tax-related implications. I found that our growing residential needs for
municipal and school district services and desired programs will continue to
overburden tax payers unless we devise alternative solutions. The additional pressure of unfunded school
mandates guarantees enormous challenges as our school district strives to
exercise prudent spending while struggling with unfairly-distributed state
aid. It is imperative that we devise a ‘new’ formula; a fair and equitable
approach that benefits all Pawling residents. In addition, we need to support
our local merchants and businesses, facilitating their growth and prosperity.
When they thrive, we all thrive. When
I am elected, I will focus on furthering the common good of all Pawling
